a. Commissioner Barwick to read Letter of Commendation from O’Fallon, IL Chief of Police recognizing MPD Officers for assistance: Sgt. Francis, Officer Ogden, Officer Welge, and Officer Triffo.
5. CONSENT AGENDA
a. POLICE DEPT –
i. Approve payment of annual licensing for CAD Mobile software from IDNetworks as presented.
ii. Approve hiring part-time Dispatcher – Emily Kelley at $21.06.
b. FIRE DEPT –
i. Approve the purchase of Speed Queen Washer Extractor from Hermes Commercial Laundry Equipment for $10,390 as presented. (Note: This is paid for from safety grant funds.)
ii. Approve Pay Request #1 on Fire Station addition in the amount of $11,770.70 to Evrard Strang.
c. HUB –
i. Hire Alexis Williams as full-time Youth Coordinator at a salary of $38,000 per year, (exempt, salaried position) with 14 MAY 2019 start date, subject to pre-employment paperwork, drug-screening and background check (Not a new position, but replacement for separated employee Megan Wollard whose last day will be on or about 24 MAY 2019)
ii. New Part-time Employee Recommendations – for existing positions
1. Jessie Thompson – Fitness Attendant $9.00/hour, Basketball Sports Staff $9.00/hour
2. Alexis Thompson – Camp Counselor $9.00/hour, Childwatch Attendant $9.00/hour
3. Sarah Smith – Front Desk Attendant $9.00/hour, Café Attendant $9.00/hour, Childwatch Attendant $9.00/hour
4. Chris Bennorth – Tennis Instructor $15.00/hour
iii. Additional job classifications for current employees

iv. Agreement to provide temporary custodial services as proposed by Expert Custodial Services LLC in lieu of hiring a full-time custodian

i. Council Action to approve re-appointment of Senior Council and Members as presented

i. 2019 Annual Legal Fees 1st Quarterly Billing – $5,702.20.

i. Approval of Minutes from Regular Council Meeting 04/22/2019 and Special Meeting 04/26/2019.
6. OLD BUSINESS
i. Council approval of 3 candidates to fill 3 Team Leads in accordance with of Memorandum of Understanding presented and discussed at 26 APR 2019 Council Meeting.
1. Council approval to appoint Ashley Olson, Justin Wing, and Zane Withers as Communications Team Leads with pay differentials to be governed by MOU.
7. NEW BUSINESS
a. MAYOR’s OFFICE – Council Action to approve hiring of Jessica Force as Human Resources Director, at the pay rate of $56,000 per year. Full-time, exempt position plus normal benefits.
b. TREASURER’S DEPARTMENT
i. Presentation of the annual report of the municipality’s receipts and disbursements to the Marion Police Pension Fund. (No action needed, information only)
c. HUB- Grant request to Hilary Holdinghausen to credit 14 ½ months for purposes of Longevity and Vacation benefits, for time period she worked for contractor SFM in opening the HUB as presented.
d. CODE ENFORCEMENT
i. Ordinance 3530 – Approval of subdivision for Communications Center Subdivision – Cam McCurdy
ii. Opening of bids for demolition at 401 N Buchanan St.
1. Acceptance of Low bid
e. Ordinance 3529 – Purchasing Authority (Repeal of Ord. 3468) – Substitution of Title Authority over-ride, i.e. from City Administrator to Mayor, or Mayor’s Chief of Staff
i. Council Approval to pass Ordinance 3529.
f. SEWER DEPT – Approve bid for emergency repairs to Finucane Street Sewer- line.
g. SEWER DEPT
i. Approve requests to hire 2 temporary employees for the summer;
1. Approval to hire AJ Siegers for appx 400 hours, subject to pre-employment screening.
2. 1 additional that will be hired through Local 773 Apprenticeship Program, subject to the availability of outside funding from 773, and conditional upon completion of pre-employment screening
h. STREET DEPT
i. Approve the hiring of 2 temporary employees (less than 1000 hrs.ea.) for the Local 773 Apprenticeship program, subject to the availability of outside funding from 773, and conditional upon completion of pre-employment screening.
8. MISCELLANEOUS DISCUSSION
a. Drury requested modification to Liquor ordinance #3393, Class IV.
b. Discussion on gaming licenses/liquor license prerequisite, and general public policy discussion as to regulation of these opportunities.
c. Discussion and update on candidates for Mayor’s Police Chief Appointment, planned next steps and timeline.
d. Square Up Prototype Initiative
i. Discussion on Mayor’s proposal to proceed with search for candidate for Director of Community Outreach and Programs candidate, i.e. grant writing, implementation of grants within community, and on-going compliance/reporting to granting agencies.
e. Request by Mayor for discussion at May 28th, 2019 Council Meeting to Commissioners to suggest items for legislative priorities list for “task work” for remainder of 2019.
9. CLOSED/EXECUTIVE SESSION
a. Council vote authorizing the opening of a closed/executive meeting for the purposes of:
i. Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
ii. The purchase or lease of real property for the use of the public body.
